NPC reconstruct turrets at player build station?

Suddenly found out that NPC factions do change turret loadout on player built stations according to build mission. What breaks whole my global defense doctrine as station swaps entire anti-fighter defense for tracking/dumbfire turrets, runs out of missiles and gets it's ass kicked off.

Its not about destroyed modules or any of turrets. Station just decides to follow common loadout (a lot of plasma + tracking/dumbfire + zero AA energy turrets) after a while.

Is there any way to prevent this? I'm quite sure I know better what NPCs need. :gruebel:

EDIT: the issue is in-game bug.
